Community Colleges are also good for this because the classes are more specialized. Universities usually have more standardized programs so it would be hard to earn a degree in web design there. Also, be careful of the schools that advertise web design on tv. Just because they have a commercial on tv doesn't mean you will get anything good out of it. I would say get into a decent community college that has alot of web design classes and try to get a job at a web design agency doing anything you can get your hands on.
